    Additional steps

    Hi,

What to do when the seller says:
“License Key Windows 7 Pro (no software included, only key), No Operating System installed (Windows 7).”
    Thank you

The operation system can be downloaded, hopefully from a legal site but it will need a key to activate it to make it legal and a useful operating system.
I would be vary, vary careful of such a seller.
Where did you find this seller.

Provide a link if you want our opinion, but I'd not buy from any other than a major retailer or MS. It's just not worth it. There are legit-looking web retailers who are selling bootleg. Activation may work but it often gets flagged non-genuine after its too late to file a refund claim.

I don't as a rule buy on eBay, except an occasional laptop charger for $8-10 which works but is much cheaper construction, e.g. without A/C grounding.

You have a bit more protection there using PayPal, so click the link to read the exact terms. You'd need to be certain of the hardware integrity and software legitimacy within 45 days to be covered.

The seller's rating is also very high, though I think I'd read the 3% dissenters.
