SO much misinformation!

If you own a full version of Vista it qualifies to use Win7 upgrade version wherever you want and is not machine-specific. You need to stop using Vista while it is serving as qualifier for Upgrade.

You also do not need Vista on the machine at all to use it as qualifier and are wasting your time reinstalling it for Upgrade. If the drive is blank then leave the Product Key blank and do the quick Registry edit afterwards in Clean Install with a Upgrade Windows 7 Version to activate Upgrade version which has been installed on a blank or cleaned HD.
