Is there a better way to run Windows 7 than to run Virtual Box under Server 2003 and install windows 7 as a VM?
If Server 2003 was absolutely needed (and couldn't be run in a VM) then you wouldn't want to be dual-booting anyway. If Server 2003 was only needed some of the time, where a dual-boot would work, then it could be run in a VM.
That being said, you should easily be able to run Windows 7 in a VM. However, if it was me, I'd reverse them, and virtualize Server 2003, or set up a second box for the server, if it was that important.

Not the question asked but why not switch from W2003 server to W2008 server -- no probs whatsoever with dual boot if you need to (and it will also run happily in a VM). Works really great and is an ideal pair for W7 as a lot of common code.
From technet you can download otherwise there's a 180 day FREE trial -- long enough for even the most rigid tests.
For dual booting see this link --also if you are testing at home then you might want to make the server behave more like a workstation - you don't need all the "Enterprise" features when running a home server such as all the prompts when shutting it down etc etc.
You can enable desktop effects like AERO, sound etc etc.
