Windows 7: Can I Do a clean install after an upgrade?

Yes:

XP upgrade to win7 using a new hard drive

I plan to plug in a second HDD, format Primary, install Win7 from XP desktop on first HDD, after install change cables (or boot order in BIOS), mark active and run Startup Repair.
