It would help us to help you if you would complete your system specs.
System Info - See Your System Specs

At least tell us who made your computer and the model number.

Are DVD drives expensive where you are?

Sometimes the Flash stick shows up under USB HDD or HDD"s. Have you made it bootable so that you know for a fact it will boot in another PC? Try another ISO with the tool provided in Steps 1 and 2 of Clean Reinstall - Factory OEM Windows 7

Set the BIOS to boot HD first, then trigger at boot the one-time BIOS Boot Menu key to see what listings are shown with the stick plugged in. Some listings may be expandable by clicking on it or pressing Enter to reveal the stick.

What did you say you tried to do in BIOS? If it's not accessible Clear CMOS - 3 Ways to Clear the CMOS - Reset BIOS then check all menus for USB settings to enable.

Do you have another PC you can move the HD to install upon?

    and you are honest too

It won't hurt to try a USB stick like Greg suggested...
...you might even test using WDO:
    What is Windows Defender Offline?
That process will format a USB stick and will make it bootable.
