Try here and ask for help if needed in the thread at the hosting forums: Vista ISO - Download and Create Installation DVD or USB

Then follow the same steps as for a Clean Reinstall Windows 7.

Step One discusses other ways to obtain installation media, which would apply to Vista.

You should be able to use any Vista disk and it will install the correct version based on your Product Key.

maybe this is why i cant download vista

    Important Note February 2015

The download servers msft-dnl.digitalrivercontent.net, msft.digitalrivercontent.net and azcdn01.digitalrivercontent.net have been taken down, and all Windows OS downloads have been pulled from the Azure storage.

Well it seems like even the downloads for Vista were taken down. Can you obtain a Vista disk from a friend or co-worker, or from the person offering to share theirs in the VIsta FOrums thread? If not you may need to order Recovery DIsks from the manufacturer, which if Toshiba is here: https://support.toshiba.com/repair

Hmm seems to me for the cost of a 7 OEM that is a lot of mucking around and unless you are some sort of Vista enthusiast I am wondering who would buy it.
Personally speaking you would have a job giving it to me
