Windows 7: reformat primary partition now low permissions to files on opther part

reformat primary partition now low permissions to files on opther part

I reformatted my primary partition and re-installed win 7, I used the same user name. It appears I no longer have permission(i can read but not write) the use any files on the other partitions. How do I correct this?
