i have uninstalled the toshiba stuff . but we are back to the original problem once again now. it is not shutting down ? i have to power off manually still ..

just being experimenting . typed msconfig. start up items. pressed services and clicked hide all microsoft services. then shut down .... and it did !!! tried it again and clicked restart ... and it did !!!
What is checked in the msconfig>Startup and >Services tabs after hiding MS services? That's what matters. Did you uncheck anything, causing it to shut down correctly?
Please take a screenshot of each of those tabs after Hiding all MS Services. Make sure we can see every item.
Since you have Chrome you're stuck with the Google spyware in there, but I'd still uncheck anything except AV.
What about the Startup tab? Is any Toshiba in there? Uncheck all but your AV.

just tried it. it did NOT restart ! in services i uncheck all except AV. IN Start up only 3 are there. no av in the list . only realtek HD, something from microsoft and dell system ?? dont know how or why the dell system thing is there ? anyway , unchecked the 3. restart but wouldnt restart....
Is all of the Toshiba crap uninstalled in Control Panel>Programs and Features?
System Restore to before you installed the Toshiba bloatware that caused the problem.

there is no dell in the uninstall programs. dont know where it came from... think it may have been yesterday when i was directed to the dell site for something while following instructions on this. but no dell stuff in the list ??
