Obviously I can't scroll down. Please scroll down to where you began yesterday with the bloatware.
I meant Toshiba earlier, not Dell. Uninstall all Toshiba in Control Panel first. That may do it.
I meant scroll down in System Restore list.
I think you should System Restore to before you began yesterday, then if that doesn't help uninstall Kapersky and try MSE for awhile. Almost everyone here recommends MSE.
Go back to the May 2 Windows Update System Restore point, highlight it and click Next to restore to before those Updates. That was when I left it and it was working perfectly.
After Restore reboot then again check Shutdown. If it works run Windows Updates, check again after required reboot.
