Computer Manage & Log Off Don't Work After Reinstall W-7 Ultra

Windows 7 Ultra 64 bit; Desktop. Did a complete reinstall to get rid of bad virus problems. Installed from Windows disc. Install seemed to go very well. Various applications, and then data, were then reinstalled. First problem noted could not log off (have 2 Users, each with password, on system). Boot up, select User 1, do work, then, instead of "shut down", merely log off so that User 2 can work. Instead of coming back to Log In screen, computer says "logging off", then locks up with a black monitor screen. Only way to recover is hold power button in to shut off computer, then reboot. Of course, always get message that "Windows was not terminated normally" (words to that effect). Same if User 2 first, then try to log off so User 1 can do work. 2nd problem, right click on Computer, click Manage to get to "Computer Management" screen. Nothing happens. Other items on the menu screen when right click computer seem to work OK, but not Manage. Could there be a missing system file, or something of that nature, that a "repair" could detect and fix?

Did you enable Automatically deliver drivers via Windows Update (Step 3)
immediately after install and then install all rounds of Important and Optional Windows Updates, with reboots, until no more are offered? This updates your drivers and patches which may be required for your hardware or software. Only import drivers that are then missing in Device Manager.

If you've done that go ahead and import your chipset to see if it improves things, from the Support downloads webpage for your mobo.

Any drivers still missing in Device Manager?

Other Troubleshooting Steps for Windows 7.'

If those don't turn up the problem(s) then look over these steps which assure a perfect Clean Reinstall - Factory OEM Windows 7. Did you delete all partitions during the booted install? Try wiping the HD first with Diskpart Clean Command if you reinstall.

can't access Manage in Computer context menu

right click COMPUTER icon, MANAGE has SHIELD by it
and will not launch UAC (security) at lowest level. CAN access through: start>administrative tools>computer management but still wondering why the shield and non launching the VISTA way (right click 'computer' icon and select 'manage')
