This is a new build and trying to install Windows from disc.

Nothing appears on the monitor after pressing ON on the PC. No signal is the message on the monitor screen. The DVI cable that came with the Dell monitor is attached to one of the three outputs on the back of the 690. I've tried all three.
Try another cable or monitor?
The monitor performs fine on on the old system.
I'd want to try another cable and monitor to be sure, then reinstall the video card.
What do you men re-install the video card. It's in the there.
The cable is fine.
It may need reseating if it's not producing a signal. Check it over closely.
Did you build the rig yourself? If not I'd take it back to have the builder fix this.
Built it myself, can't figure out what's wrong.
Because it's a new build go over ALL connections including the two 6 pin power connectors to the video card.
Break out the video card instructions and read them again and understand them.
Now go through your motherboard manual again and make sure you understand it and follow it.
Remember that you are the eyes and ear for us. We can not see or hear your system.
Greg asked you to reinstall your video card for a reason. You either follow instruction or we can't help you.
Reinstalling your video card allows you to double check that it is seated correctly and in the proper slot for one video card (motherboard manual).
Most problems with a brand new build is how things are installed and or hooked up.
Please verify by the use of your display screen manual that you are hooking it up properly with no adapters if possible.
Can you see your bios screen?

Connect the monitor directly to the motherboard.
If you haven`t even installed windows yet, the 690 is not gonna put out a signal.
