I am getting an error when ask "where do you want to install windows?"

Message reads Windows cannot be installed on Disc 0 Partition 1

When I click show detail, it says windows needs the driver for device [ULi SATA/RAID Controller(M1573)

Does anyone have a clue? right now I have xp Pro Service pack 3 installed

I did indeed select custom install.
Its asking for a driver for the raid controller. google it .

Try booting from the Installer to see if it will install.

Sometimes this works when starting the Install from the desktop won't. But you will not get a Windows.old folder with all your files stuffed in it.

If it doesn't, then you need to load your ULi SATA/RAID Controller(M1573 driver at the link on the screen you snapped. Go to Device Manager, click on that controller, look at Details on the Driver tab, and it will tell you where to find the driver, then load it to a stick or disk to install when prompted again by the INstaller.
