Cannot boot windows 7 from USB

Hello, so I installed linux mint about a week ago, and well I would like to go back to windows 7.
I'm having a problem with installing it back onto the computer. I mounted the ISO file of windows 7 onto a 4 gb flash drive. But when i try to boot it from the flash drive it just boots the system to mint without letting me install windows from the flash drive.

inb4 i have tried all the obvious stuff like try booting from different usb ports, USB legacy is enabled. Boot mode is legacy support. Boot priority is legacy first. USB boot is enabled. I'm not sure what else could be going wrong.

also this is only true about windows 7, other linux distros load and install fine on the system. (i only tried this as a test) the BIOS version is 99ec23ww (v1.06) if that matters. the laptop is a lenovo y40
