All are USA english. I think the media is just bad

I'll burn the DVD and give it a go tomorrow morning and let you know how it goes.
So, burn the DVD, and install a Clean Install Windows 7 again.
And you advise to leave it all as one big c drive, no need for other drives?

I always advise to install OS on partition sized 100GB (or greater). Put all documents, pictures, movies etc on D. So it's up to you.
Too bad you didn't follow from the start Clean Reinstall - Factory OEM Windows 7 as Dell has valuable bootable hard drive diagnostics on the F12 Boot Menu which make it worth preserving the OEM partition you wiped, although all others should be deleted during the booted install to get it cleanest.
The stall at unzipping install files normally means bad media or failing HD. Try the latest official ISO for your licensed version (32 bit or x86 for 4gb of less RAM, 64 bit for more than 4gb RAM) burned to disk or stick using the tool in Steps 1 and 2 of Clean Reinstall - Factory OEM Windows 7.
If problem persists test the HD with maker's HD Diagnostic extended CD scan, then work through the other steps for Overcoming Windows 7 Installation Failures - Windows 7 Help Forums reporting back progress as you go.

Yes, I downloaded the new ISO, burned it, booted from it and that did the trick.
There was a 5-10 min pause as it started to extract the files during the OS installation, which is where it failed in the past. I wasn't expecting it to work and was in the process of readying to start screen shotting again, but it began to extract and worked perfectly.
No Dutch, just a few pleasantries from my travels there. Great fondness for the place and the people.
