You have done so many different things to your system that it is hard to see where the problem is. I think it is best to do a reinstall after you cleaned the disk.

If you have data on this disk that needs to be recovered, use a live Linux CD to do that.

The easiest is with the Installation disk. Find command prompt and run those commands:

    Diskpart
    List disk
Select disk n (where n is the number that was given for your disk in List disk)
    Clean
    Exit

Another way is with the bootable CD of Partition Wizard (PW). Download the PW .iso (it is the last box on the website) and burn that to a CD. Then boot the PC with this CD.

Here is a video tutorial how to delete all partitions with PW:

You can`t run startup repair unless you have an operating system installed to repair.

It sounds like you might have a bad install disc.

Where did it come from ?

Actually installation cd was provided by a friend but with this cd I had upgrade my xp to window 7. Yeah but it doesnt ask for key.

Whs sir I have cleaned my HDD using disk part command. And when I run clean re installation, it stuck on expanding window file and display this message “ window cannot install required file. The file may be corrupt or missing. Make sure all the file required for installation are available and restart installation. Error code: 0x80070017“.
    What now sir?

Get another installation DVD. E.g. like this:
