You need to fill in your specs as complete as possible. If we don't know what your PC is, we can't help.

startup repair: What errors did it find? Click "view diagnostic repair results" and tell me which test do return a status other than 0x0.

Why doesn't system restore work? Any error message?

What sfc command did you enter exactly?

Work through the steps for Troubleshooting Windows 7 Failure to Boot which tries everything possible to get Win7 started, leading up to if necessary rescuiing your files to reinstall.
