Typically if you created it right and got the files for the disc from a good source, you would boot from it by allowing your computer to boot from your CD/DVD drive.

Insert the cd into the CD/DVD drive, restart PC and press F12 until you reach your boot options. Choose the option to boot from CD/DVD drive.

followed instructions --the cd does not start at start up tried f12 nothing so never saw boot options ---
click on disc- it opens shows boot---sources ---bootmgr--- click on boot it goes to bcd --bootsdi--bootfix bin---click on bcd --it asks for name of program that created it -----thaks for reply

Why would you need a boot disk to complete Troubleshooting Steps for Windows 7?

If this is still the HP Factory install, its the worst install of Win7 one can have - larded with bloatware and duplicate utilities which interfere with better versions built into the OS. That's why most tech enthusiasts choose to Clean Reinstall Windows 7 which will take you from the worst install to the best in an afternoon's time. Everything needed to get and keep a perfect install is in the blue link.

Otherwise start with the Malwarebytes and SuperAntiSpyware scans from Troubleshooting Steps for Windows 7 and add ESET online scan, replace any bloated AV and run a full scan with that, once disinfected run SFC /SCANNOW Command. Report back all results.
