unable to install OS on harddrive

I have a second hard drive that I want to test my computers boot time issues with. The drive is in the second slot in my alienware laptop. It reads perfectly well and will show up as a drive when I install windows 7 and 10.

windows 7
it will go through all the steps at the first screen of it copying and getting files ready. At the last step it will tell me it can't finish the installation.

windows 10
it will not get passed 75% of the getting files ready step.

the drive is a Seagate. What information and tests should I run to help better understand the issue?
