Windows 7: Boot Manager Error 0xc000000f please help

so I have seen other threads with

    Boot Manager:
Windows failed to start. A recent hardware of software change might be the cause. To fix the problem:

1.Insert your Windows installation disc and restart the computer.
2.Choose your language settings, and then click "Next".
    3.Click "Repair your computer."

If you do not have this disc, contact your system administrator or computer manufacturer for assistance.

    Status: 0xc000000f

Info: The boot selection failed because a required device is inaccessible.

which is what the issue is but more I have the windows disk received it from HP even with the cd and changed the boot order I still cant get it to run. I do sometime get the screen to run it but when I hit enter it goes back to the same screen as above I am not sure what else to do I did a scan on the the drive it came back on I am not even able to get to the System Recovery Options either nore was I able to burn my own cd need some help please
