Windows 7 at this point but you may have to get 8.1 with an OEM product.
Am I correct that Win 10 is going to load and replace on a Win 7 machine?
Windows 10 will be offered as a free upgrade to anyone owning a legitimate copy of 7/8/8.1. It's completely optional whether you upgrade or not.
7 would be a good choice if there is a choice :)
There's still 5 years of support of win-7 there's no hurry to do anything this early with 8-8.1 or 10tp
Can you even buy a PC with Windows 7 on it anymore ?

You will be able to upgrade to Windows 10 from Microsoft with a counterfeit copy of Windows 7.
You will end up with Windows 10 non genuine.

I would go with Windows 8.1. Add Classic Shell for a good Start Menu and you're all set. Best of both worlds, WIndows 7 and Windows 8.
I recommend Windows 7. It will have support until January 15,2020. Windows 8.1 has a tablet-like interface and that destroys the desktop experience. Of course,when Windows 10 is released,you will have the option to upgrade,but I think you should download the ISO,burn it to a bootable DVD and dual boot with it to see if the upgrade is worth it.
You can buy a computer with Windows 7,but for now it's very likely that it will have Professional. Microsoft stopped Windows 7 OEM copies of Home Basic,Home Premium and Ultimate in October 31,2014. That doesn't mean that you won't find a computer with a version of those,but the stocks won't be a lot.
