ENGLISH:
Hi!
I was asking because here in Argentina we have a province called La Rioja too, just for curiosity.
Since yo haven't installed Windows Vista nor Windows 7 in any PC yet, I recommend you first to try to do a clean install of Windows 7. If Windows 7 don't let you do that, then you have no more choice than installing Windows Vista and then upgrade to Windows 7.
No doubt that is much better a clean install than an upgrade, just for that I recommend you to try the way I told you before.
Try it and then come back to tell us your experience.
Good luck!

ESPAÑOL:
¡Hola!
Intentalo y después volvé a contarnos tu experiencia.
¡Buena suerte!

Viva Espana! You are very fortunate to live in such a great country!

I come to Barcelona and Madrid every year on surfing trips to Tenerife.

Here in U.S. we can find an Upgrade Home Premium family 3-pack for $150 which is only $50 per license - very good price!

A similar deal if found by you in Spain would allow you to share a copy with your sister and one other. Maybe they will also share the cost?

And, yes, you can install an Upgrade without Vista or XP being present by using this registry fix:

Enjoy Windows 7, amigo!

ENGLISH:
Oh! I didn't knew that... I thought you was talking about La Rioja, Argentina because that province is also famous for the same reason here.
Oh, well... that was a close one...
On-topic: You can try what Greg Rocker said you before. That's a good solution if your sister looks at your installation of Windows 7 and fall in love with it like lot of us here.

Greetings!

Oh!

¡Saludos!
