Just because it's new from Dell doesn't mean it hasn't been sitting around for a while.
You need to try a different installer.
There are basics, and from your first post it is clear the DVD is not loading.
The first step to test that is to try a different one, all this HDD swapping and testing is really unnecessary.
It has already shown it can be seen in your computer so there is nothing to test.
Isn't the Seagate being seen in the BIOS, it looks to me like it's the ST31000 below the USB HDD, so the computer is seeing it.
It's the media, and that's what needs to be the next step.
