Windows 7: Got a goofy window when booting

Windows 10 Pro. 64/ version 1709 Windows 7 Pro/64
Got a goofy window when booting

Just did a Clean Install of W-7/64/Pro
The system in my specs.

Every time I boot or restart I get this little goofy window.

[setup info ] value is NULL
Have no idea what it is or why it is.

Would like to know and how to get rid of it.

Download and run ProcessExplorer. It does not need to be installed.

Drag-and-drop target to find an image. If you're not sure which application corresponds to which image in Process Explorer, click and drag the little gun sight icon on the Process Explorer toolbar, and drop it on any visible window to find out what process/image it is.
Once the error message is on the screen, start ProcessExplorer and drag the target icon and drop it on the error message window. It will show the process that generated that window highlighted in blue in the PE window.

Then use msconfig Startup and Services tabs to find and disable that process.

Thank you Rich. Worked like a charm.

It was a Intel/Asus Setup that stuck around for no good reason.

It was hiding in Task Schedule. procexp

Goofy SF display
The snip shows what happens after I hit "Submit" in a forum post or to a PM. This was happening rarely but now it's with every PM reply and many regular posts. I'm using IE9 32bit.

WLM acting goofy! Emails & desktop
:confused:I open WLM and review and or delete the emails. I then click X to go back to desktop. Instead of going to desktop each of the emails (previously reviewed and or deleted) is shown a second time. Problem #2 When going to desktop, it sometimes only goes in pieces!

A goofy copy and past.
I can copy and past, lets say a web address or a line in a post but when I drag the cursor over what I'm trying to copy there isn't any high lighting, color change or any other visual way of seeing what I have covered with the cursor.
