Downgrade rights not being respected by MS?

I'm trying to downgrade a laptop that originally came with Windows 8.1 Pro OEM to Windows 7 Pro. I called in to MS, gave them the OEM key, they confirmed it was legit but told me I had to buy a new Win7 key. I told them this was unacceptable as the laptop has downgrade rights, they "transferred" me and I kept ending up back at the same tech repeating the same tripe. Any ideas? Cheers

UPDATE: Solved it with this post!!! Thanks to someone on reddit :)

In cases like that I tell them that I will have my lawyer handle it - but only after I got the name of the guy on the phone.

Sigh. MS still no use. I called HP and the best they can do is send out CDs. FFS. Really? I had them send out the CDs for shits and giggles but I have a standard image I need to use on the machine, so realistically these CDs aren't going to work. Is it feasible to do the installation from the CD and then grab the product key with something like Magic Jelly Bean, reinstall using a custom image then activate with such product key? Or will I need to try hassling them for a product key?

You can`t use the factory key to activate a custom/clean install of 7, although you can try, but I doubt it would work.

What do you mean "factory key"?
