DB2 C-Express installation - Windows Installer has stopped working

I am getting the message "Windows Installer has stopped working" as showed in the attachement. I believe the problem is with Windows or some of its configuration. I tried in different PC with exact same Windows version (Win 7 64 bits) and exact same setup.exe with 100% success.
I have read several threads with similar issue. Some of them suggest to work in regedit (see Suggestion 1 below) but there is no MachineThrottling here. Other suggestion is to disable Windows Customer Experience Improment Program but mine is already disable. Any suggestion will be appreciatted.
P.S.1. obviously I am running the setup.exe as administrator.
    P.S.2. the installer source is IBM - DB2 Express-C

    Suggestion 1:
Click on Start > Run > type "regedit"
    Go to: HKEY_LOCAL_MACHINE\SOFTWARE\ Microsoft\ SQMClient\Windows\DisabledSessions
Look for the "MachineThrottling" key and delete it.
Close the registry editor and restart your PC.

Since it is happening on multiple computers I do not think that it is Windows 7 but some kind of incompatibility with Windows 7. Perhaps there is a work around. Since that is specialized software I suggest that you try the ibm community. https://www.ibm.com/developerworks/c...0-000000000805

Acctualy, it is happening only in one PC. Kindly, see my note above "...I tried in different PC with exact same Windows version (Win 7 64 bits) and exact same setup.exe with 100% success..."

Did you right click on the file and select run as administrator? What version are you trying to install?

    Answer: Yes.

What version are you trying to install?
Answer: I just tried again by downloading the lastest release and I got same issue. The release from IBM is 11.1 (v11.1_win64_expc.zip)

I attached now the logs. I guess it is an issue with Windows Installer in this PC but I don't know what I can check.

I don't know enough about db2 to know what to look for in that log. Try opening up command prompt as an administrator (right click and select run as administration) and then type in the box sfc /scannow. Try running that 3 times.

Kindly, see the sfc.jpg attached. Please, could you tell me how it relates to my problem and how would sfc be helpful in my case?

That was to make sure that there aren't any problems with system files. As I've explained I don't know much about db2 so I don't think that I can help you further. I'll see if someone else can.
