Have you attempted to make and format a partition before even attempting to install Windows, using a third party application such as Partition Wizard?
Normally that's not necessary, but I'd consider it.
Has this drive EVER had Windows on it?
What is the pedigree and background of your installation media? Bought? Borrowed? Burned? Made from an ISO downloaded from somewhere? Where?
I used to have windows 7 installet, I think I got a virus because one day when I started the computer I got a black screen with an error. It said no hard drive found. I guessed that my hard drive had been deleted. I downloaded windows 7 iso from digitalriver with rufus. I only tried making a partition directly from installing screen, dont know how to do it on another way.

Above is a good tool to make partitions without using the Windows installer. Just make one big partition for the entire drive. Then use the installer and tell it to install Windows on the new partition you just made.
You could also make partitions separately by using Diskpart after booting from the Windows installer disk, but that might be more confusing to you. But it works very well also.
Im creating a bootable usb, will try the partition wizard. BRB wtih update
tried making the iso bootable using 3-4 different programs. Everytime when I am trying to start from usb it either say no boot message or dont even show up my usb as a bootable media
Apparently something wrong with your technique in making a bootable USB with Rufus or with the ISO itself.
Millions have done it successfully. All I can say is to continue to examine your technique and look for online tutorials. There's probably one on this site.
Do you know for a fact that your PC supports booting from USB?
What plataform are you installing on? In uefi or bios?
As you once tried to boot and it gave you a screen with an error and it said no hard drive found, I suspect that your drive is dead.
To save your data, boot with a Linux USB flash disk an browse your drive and save your data to an external disk.
