    Welcome to the forum.
If you don't have the COA key, there is no way to reinstall Win 7.
Does the HDD still has the Factory recover partition? If it has, you can do a Factory Recover to have it as it came from Dell.

You need to get your hands on the Dell recovery media and or custom Dell OEM install media for that make and model. The factory OEM-SLP install can only be reproduced with custom Dell Media. To install with stock media you need the key from the COA sticker, the OEM-COA key. The key on that sticker was unique to that PC. And not surprisingly, any key you can find on the Internet, Microsoft can also find and blacklist.
