Since the screen appears before I log in could it be a BIOS setting? I went there but could not identify which setting to change.

There is nothing to do with BIOS settings.
    Open MSConfig and check if:
    - On General tab, startup is set to normal
    - On Boot tab, no box is marked

Could this error reported in Event Viewer have anything to do with the startup screen problem-

    Event Viewer /Windows Log/System reports Event 34005,SharedAccess_NAT.
General - The ICS_IPV6 was unable to allocate 1 bytes of memory. This may indicate that the system is low on virtual memory or that the memory manager has encountered an internal errors.
Details -The event was not displayed correctly because the underlying XML is not well formed. Below is the raw text of the event.

Went to MSConfig, on the General tab, startup is set to normal; on the Boot tab, no box is marked, however on top of the Boot tab it says, "Windows 7 and Recovery, should that be there?
