windows 7 clean install but unable to get updates

Got a new SSD drive and I wanted a clean install of windows 7 Ultimate, as I have 3 other hard drives on this computer I disconnected all the other drives before installing win 7 on the new SSD drive, but after the install finished I wasn't able to run windows update, the error said unable the get updates as the service is not running. So after searching fixes, I tried the stop updater, then deleted the software distribution folder then restarted the updater software but to no avail.
I even tried to use "killsdisk" to wipe the drive clean and start over again but even this failed to start, it just starts windows, even after going into the bios and changing boot to the DVD drives where the "killsdisk" cd was in, but still no relief.
I never have had this issue happen before as I have built several PC's and installed OS systems before.
So what can I do short of having to run this to a service shop, and I just am really at wits end...

    Hi mdl18313,

I assume that it is Windows 7 Ultimate SP1!

Download and try manually installing these .msu files:

    KB3020369 - Servicing Stack Update - April 2015.
    KB3125574 - Convenience Rollup Package - May 2016 (OPTIONAL).
KB3172605 - Functional Update Rollup (THIS ONE IS IMPORTANT) July 2016.
    KB3179573 - Functional Update Rollup August 2016.
KB4074598 - Security Monthly Quality Rollup Update – February 2018.

    Then try Windows Update again.

    I hope this helps!

Try downloading and installing Windows 7 SP1 from here:

    https://www.microsoft.com/en-GB/download/details.aspx?id=5842

Then download and install the updates in the order I listed in post #2.

    I hope this helps!

Or create a new installer with SP1

When you do a clean install you must go to install - advanced - delete all partitions - create new.
If you don't do this you may get an error tying to install UEFI on a Legacy disk or a MBR on a GPT disk.

For the updates, use the offline SP2 and then the security only updates. MS releases SP2 for Windows 7 - Windows 7 Help Forums

Out of curiosity Megahertz07, you say to only install the Security Only Updates, why only these and not the Security Monthly Quality Rollup Updates instead of the Security Only Updates?

Obviously you would only have to install the latest Security Monthly Quality Rollup Updates because they are cumulative.

Using the Security Only Updates means that you MUST install ALL of the updates in sequence without missing ANY.

    Thanks in advance.

Security Monthly Quality Rollup Updates also comes with spy and other trash. (for what I know, they are not cumulative).
Security Only Updates, as the name says, install only security updates.

I have reformatted the SSD drive and removed all partitions, I think that my windows 7 disk may be corrupted so is there a way to download a clean windows 7 OS that has SP2 or what is the best OS version and service packs and that my key codes will work with?

There is NO Windows 7 SP2 but you could download a Windows SP1 ISO from here as per AddRAM suggested in Post #5:

    TechBench

    I hope this helps!
