Windows 7 Pro Download and Install

Good afternoon everyone,
I have a Probook 6470b that has Win10 Pro. I want to download Win7 Pro from Softane.com. Has anyone ever heard of them? They are selling the OS for $39.99. Also, How can i download the OS and delete 10 Pro? Thank you in advance for any help I receive.

It may be possible that the recovery partition to do a Factory Restore is still on the HDD.
Open Disk Management, expand the columns so we can read them and with the snipping toll take a snapshot of the whole window.
Even if you don't have the recovery partition, you don't need to by a license if the laptop still has the COA sticker with the license. Look under the laptop and / or under the battery.

There is a sticker on the bottom but it has Dell on it. I bought the computer as a refurb unit. It had 7 Pro on it but for some reason, It wouldn't start up. So i installed a Win 10Pro recover CD. Now i want Win 7 Pro because some of my software aren't running well with 10. Can I still do what you said? If so, Can you walk me through it?
