Welcome to the forum. It's not clear is it not seeing the disk or can't find partition? How did you format it is it NTFS? To install windows it's better to remove all partitions and leave it blank then let windows create what it needs

As said, my new HD is formatted. There are no disks, drives or partitions. No matter what program I have tried, no disk is found.I have read re: diskpart. It appears to call for an identified disk. Will it work w/o citing a disk?

You say my new HD is formatted. There are no disks, drives or partitions which doesnt make sense if its formatted there must be partitions. We need more detail
does the bios see it?
What type of disk is it ssd or a spiiner ?
Does it need a driver for windows to see it?
Are you trying to install win7 and does it have a SPon the dvd?

Is your drive an external USB drive? You can't install Windows 7 to an external drive.
