Specify specific Size for D: drive and rest for C with diskpart

Good Day,

I need to run diskpart with automated script to specify a size for the D: drive and use the rest for C:

However if I create the specified sized partition first, on reboot it automatically becomes c:

I need to force the machine to run windows from a specified sized D: drive, and the rest of the applications from the C: drive.

The reason for this is to use lock down software to lock down windows for any changes, however some of the application we use can only run from a C: drive hence why i need to run windows from the D: Drive

The problem is what ever partition Windows boots from becomes drive c
