I don't think is a register setting.
As in safe mode you boot as clean as possible, without many services, drivers, startup programs etc, I would say it's on one of this disabled.
Can even be a malware. Hard to say.

This is the first time I have ever seen this type of error. I'll know what to do in the future if I ever see it again.
