Windows 7 Setup stuck on starting windows

so i am running a duel boot of windows 10 x64 and Linux mint and i want to add windows 7 to it. my system supports legacy csm but is in uefi. the setup loads just fine but gets on starting windows and still dose its animation and is still glowing/moving/resonating. but the system never boots into windows 7 setup and i don't get log or bsod. my mouse and keyboard lights up and my external HDD makes noises and i can hear my PC but it never leaves the starting windows. i tried windows 7 updater program to make a custom ISO hen i flashed it with rufas it worked but my PC got further in the starting keyboard where my keyboard and mouse lit up but still no install now screen. when i added AMD chipset drivers and more windows updates to the installer with ntlite it still did what it was doing, i tried unplugging everything except the USB itself. that didn't fix it and i tried using another USB. help would be appreciated thank you.

Windows failed to start a eecent hardware or software change might be the cause it tells me to reincert my install media and im still trying to start the setup status code is 0xc000000f info is the boot selection failed because a required device is inaccessible I had to post this as not an image because the jpg was over 2 MB

New MB like the one you have requires drivers that aren't on the Win 7 installation files.
You need to add those drivers, specially SATA, USB3.x and NVMe to the Win 7 installation files. @SIW2 has made a script to do it.
Update your Win 7 installation media

Did you build a Win 7 USB installation drive able to boot as UEFI?
Where did you get the Win 7 installation iso or DVD?
