    Hi!
I might buy a refurbished workstation.
The specs state that it comes with no OS installed but with a Win7 Pro COA.
Does this mean I download win 7 pro windows, install it, and then enter the COA key at the sticker?
Or buy an OEM version of windows 7 pro?

Yes, that should work. You will have to assume the key isn't being used elsewhere - but it depends what type of activation.

If it is oem SLP, then you might not need the COA key - you can use something like 7oeminstaller instead
