The basic issue here may be that you are running a processor that is not supported for use on Windows 7 - Intel decided to not support Windows 7 on some later CPU versions - Some users with certain hardware have succeeded with the installation but it is very hit and miss, Some motherboards can be made to work but a lot cannot

A note on Coffee Lake/H310 and Windows 7 : intel

    Hi Techbox,

It might be worth taking a look here => Windows 7 Image Updater - SkyLake\KabyLake\CoffeLake\Ryzen Threadripper.

Gonna try this Paul, if it works you're my hero. The company that wants this tower specifically wants a new machine with 7 only and I have never encountered this before. I will report back.

CoffeeLake CPU and chipsets aren't compatible with Win 7 as the previous SkyLake and CabyLake.
On a CoffeeLake you don't have Win7 drivers for internal graphics and USB, so you wont have mouse & keyboard. You have to install a graphics and USB cards.
