I do have a Win 7 repair disc ISO already on my backup drive, is that the same as the download files you've posted? And can I mount to a USB and do this? I could swear I recall USB boot is kind of funky with Win 7. I have Pro, don't know how much that matters.

I don't know what you have on the Win 7 repair disc, but I wold say the aren't the same. Normally a OEM repair disk main purpose is to reinstall windows as ir came from factory (Factory Recover). It my have the tools to repair the boot loader (probably it does).
The Link I gave you was to download a Win 7 pro SP1 x64 installation disk (that have the tools to repair the boot loader).

You can use Rufus to make a USB boot able disk from the Win 7 repair disc iso file.

I'm not sure I'm making this boot USB right with Rufus. First try, nothing booted. Second time, it at least got to "Starting windows," but then it freezes.

Well, thank you to everyone who commented in this thread, trying to help. I don't know what happened -- maybe it was me flipping the boot mode back and forth -- but it finally just booted up properly. I did try creating the recovery USB, finally got it to boot, and it claimed I didn't have the right system (which was....very odd), but I tried to boot it once more and it just...did. So it's now fixed!
