No USB devices are responding Upon login or installation menu's.

I ran into an issue trying to boot windows7 and upon reaching the login menu my mouse and keyboards both seem to lose power, becoming unresponsive. I have tried going to safe mode and the same thing happens. Believing the installation may have become corrupt, I attempted a re-installation from a usb. After getting to the language selection menu the same thing has happened. I have been fighting this for 2 days and I am not super experienced in windows enough to know exactly what else to try.

error code 0x80070570 occured during one of the installations.

Welcome to Seven Forums.

Which USB port(s) are you using - USB 3.0 or USB 2.0 ? If you plug keyboard/mouse into a different port, what result do you get?

Try plugging the devices into USB 2 port(s). USB 2 ports are the ones on the motherboard with black plastic insert. USB 3 ports are the ones with blue plastic insert in the middle.

Also.
Check BIOS configuration settings for USB, as there may be some legacy support option available.

Is the computer a AMD Ryzen 5 3rd gen that is on your profile specs?

Who has installed Win 7 on it?

New hardware requires drivers (SATA, USB3.x, MVMe) that are not on the Win 7 installation disk. You have to add those drivers to the installation disk.

Update your Win 7 installation media.

Iko22 i have plugged all usb devices into all ports on motherboard and case to no avail. It works great in the bios though.

I have also changed bios settings for the usb legacy settings hoping this would help as well.

I have swapped out from an older motherboard and processor system which i was already having issues with. but yes the profile specs are for the desktop in question.

I had installed windows 7 a long time ago and have been keeping it as updated as possible. I'v run into this issue with usb's only since switching motherboards. On the old tower build i just couldn't find the harddrive anymore in bios even so i believed after a little googling that the mobo had started to fail so that is why i updated the system.

Under BIOS, you're using BIOS USB drivers. As soon you boot the Win 7 installation disk, you're under Win PE and it doesn't find the drivers.

As already mentioned, a MB as yours has some new hardware devices that requires drivers (SATA, USB3.x, MVMe) that are not on the Win 7 installation disk. You have to add those drivers to the installation disk.

Update your Win 7 installation media.
