Windows 7 stalls at "Completing installation"

I am currently trying to reinstall Windows 7 Professional on my Dell laptop but currently the setup process has stalled at the "Completing installation" step.

I have looked online and other people seem to have had this problem. I have followed advice such as pressing Shift + F10 and typing explorer. exe into the box, but this has not helped. Some people have also suggested switching off the power and turning to back on but I am very reluctant to do this in case I end up with my PC being unusable.

A noteworthy point is that my computer is not "frozen" as such- the 3 dots next to "Completing installation" are still animated, and I can move the mouse and even click on the start icon. But the installation process seems to have simply stuck.

The problem is solved, I simply had to wait. Albeit wait for a long time, close to an hour.
