Ok, I guess that settles it: if the hardware is 100% not ACPI-compliant, then no patching to acpi.sys or anything like that will be enough for Windows Vista and 7. If a BIOS update won't do it, nothing reasonable will.

As others have confirmed it is indeed the Speedstep being enabled that is the problem, you can disable that to install Win 7. but will be at 600MHZ CPU Speed
