You don't need one. Windows 7 is its own ZIP Program.

Enable Internet access and Windows Update by installing KB4474419, KB3138612 and KB4490628.

Check "Use TLS 1.1" and "Use TLS 1.2" in advanced settings of IE 8 so the Microsoft Update Catalog can be accessed.

Use Windows Update to obtain Edge or at least IE 11.

    THAT'S NOT RIGHT.

Why does anybody always have to make it seem worse.

well why dont you download w7 ex SP1 and see, IE9 was released 2011 sp1 was also released the same year
(SP1 auto-updated IE to 9, if not previously installed)

IE9 to IE8 rollback does not work

    versions 7600 pre sp1 7601 sp1
    Mgadiag will confirm

i also have a refurbished W7 COA and it plainly states that on the COA ---- not via a disk but a MS authorised retailer site

Not sure what you are asking. Service Pack 1 is installed in above image. Consistent with IE8 release history.
