OK run the CCleaner and Auslogics defragger I uploaded for you here above.

Then return to DIsk Management, right click Vista partition, select Shrink and report back how much it offers to shrink.

Run the CCleaner as it opens up, without choosing Registry tab.

Did you run the Auslogics defragger? Very important to recovering Disk space.

Is 83 gb enough for your data? How much data do you have? Estimate.

OK then shrink it by the full amount offered.

Use this tutorial to create new partition, name it DATA:

Partition or Volume - Create New

Copy your files over first, then we'll try to save a Backup Image there to see if it fits.

No need. Disk Management utility is completely safe and doesn't fail.

If you want to unshrink it you just Extend Volume to change it back.

Your path back will be the System Image we store in partition last. It will return the HD to the exact state it was when taken in case you get stuck or mess up at any time.

Even if the OS will not start up, the System image is accessed from the booted Win7 DVD.
