64-bit Windows 8.1 Pro

Without your system specs, its hard to say which is best, but the fact that it comes with the starter edition tells me that this is a bare bones system. Without a cd/dvd drive, you are pretty much stuck with a flash drive installation... Do you have the ISO for Windows 7 ???

Window 7 Ultimate

You will have to use USB installation, however you need to create the USB on others' computer with disc drive. Follow the steps to create the bootable USB flash drive.
