When you first start, Windows is not loaded and the Windows driver for the video is not loaded. The video defaults to a basic "VGA mode". If you restart the PC (not a cold boot) is the display OK? The display is only showing what it's getting from the Video.
If you haven't done it, try updating the Intel integrated video drivers and see if that helps. You could also check for an Intel chipset driver update and if there is one install that too.
The problem could even be BIOS related. Try resetting the BIOS and see if that helps. You didn't list the PC or the motherboard but on many just removing the BIOS backup battery for about 10 minutes will reset the BIOS.

Make sure you have the latest BIOS update for your model computer.

If prob persists, check the settings in BIOS setup to see if changing one can remedy it. Be careful changing settings; note which one was changed so you can change it back if necessary. Ask back here if you have any questions.

Have you checked the menu on your monitor and used the size or position controls to adjust it?
What type of connector are you using for the monitor?

using VGA can only access monitor menu in Windows not during boot only can use Auto Adjust but it only moves about a millimeter to the right, i checked n saw that I have
Total Available Video Memory : 1695MB
Dedicated Video Memory: 64MB
System Video Memory: 0MB
Shared Video Memory: 1631MB
