So you were reinstalling the OS using Recovery partition when power was cut?

You need to trigger Recovery again by pressing the key(s) given for Recovery on the first bootup screen, or in your Manual. You can find your Manual on the Support Downloads website for your computer model.

You can also call or chat your Tech Support to find out how to run recovery again.

This is a good reason to make your Recovery Disks from that partition, and save a Win7 backup image externally so you can reimage your HD in 15 minutes.

If the Recov partition was not yet reinstalled when power was cut, you will need to order Recov disks from your Tech Support, or find a Win7 installer to clean reinstall (without the factory bloatware). We can help you unlock all versions in any Win7 installer.

Yes you can use any Win7 installer for Home Premium, or unlock all versions in any other Win7 installer, to reinstall your OS sans bloatware. The key on the COA will work after a quick robocall to MS to sort out the exact key from the batch key on sticker.

To unlock all versions in any installer, extract files to desktop, remove ei.cfg file in Sources folder, recompile into ISO to burn All Versions DVD using this: Bootable ISO - Create from Installation Files

It is the key which determines whether Upgrade or Full version, OEM or retail.

In your case, the installer will work with your OEM key if you choose your licensed version, Home Premium.

Did you backup before you started your upgrade.

It wasnt a upgrade... i had Windows 7 home prem anyway.. and i wanna get back to that.. but not sure how...

In re-reading your OP it isn't clear that you ran a full Recovery which was interrupted.

Is this what happened?

If you think it was nearly finished, then we should try to boot the Repair console via US flash stick to see if there is an installation to Repair. We might be able to salvage it this way.

First, please reboot your computer and look for keys given to tap to trigger Recovery. See if you can run Recovery again from there. If not, tap F8 during bootup to see if Repair My Computer is given on that Advanced Boot Tools menu.

What is your exact computer model? You can look up how to trigger recovery from boot via Google, or from your manual.

and your right... it nearly finshed.. i went to look toe Repair my computer and it is not there... nor the recovery or anything

Do you have a flash stick to boot the Repair CD ISO?
