Try resetting the CMOS: Clear CMOS - 3 Ways to Clear the CMOS - Reset BIOS

Check the SATA controller setting: Set to ACHI, of IDE if that fails.

Do you have a video card? If so, remove it and default to onboard video in BIOS if available.

Remove all but 2gb of RAM. Test the RAM with WMD test, or Memtest86.

Test your HD using maker's diagnostics/repair CD Full scan: Hard Drive Diagnostics Tools and Utilities (Storage) - TACKtech Corp.

Try deep cleaning your HD first, boot Win7 installer, select Repair on second screen, open a Command Line, type:

    DISKPART
    LIST DISK
SELECT DISK # (for target HD)
CLEAN ALL (takes a long time, zeroes HD)
    EXIT

Verify your Win7 DVD against ISO using ImgBurn. Make sure it says bootable in text at left. Now verify your ISO checksum using Hashtab: Windows 7 RTM SHA-1 hash / checksums

As a last resort when I don't want to troubleshoot failing installs any more, I remove HD and put in another computer, install Win7 then return it to problem box. If it will start up, it will swap out all drivers (quite a show, like a waterfall) requesting several restarts. Each time I've done this it has passed chkdsk, HD surface scan, Sys File checker, etc. and run fine.
