My dell back up (D drive) keeps popping up saying its full after installing windows 7.
Any ideas why this would be?
Is there anything I can delete?
It has dell, perf logs, program files, sources, tools, users and windows

There is an image file in there that is triggered to run the Factory Restore. You should read your manual to find out how to trigger Restore to see if it even works any longer.
If not, or if you aren't going to need to restore to factory condition in the future, you can delete and recover that partition's space.
I am assuming here that you used your own Win7 installer for install and the Backup partition contains an older OS factory install that you may or may not want any longer.
Do you have system restore turned on for the recovery drive (what you called backup drive)? If yes, turn it off and make sure all restore points are deleted.
Also check your backup settings and make sure you havent set any backups to be saved on the recovery drive.
Since this is an OEM Windows (the PC came with the system preinstalled), the D drive is your recovery partition. Nothing should be written on it and I suggest you delete all the backups that accidently got there. Well, it is not so accidental since the default backup drive unfortunately is D. You have to choose another drive during the setup of the backup (best an external drive).
