Failed to connect to a windows service

"Failed to connect to a windows service.
Windows could not connect to the System Event Notification Service service. This problem prevents limited users from logging on to the system. As an administrative user, you can review the System Event Log for details about why the service didn't respond."

What hardware do you have installed? What OS are you running? When did this start? Are there any devices in the device manager that don't have drivers or have problems?

You need to give us a lot more information so we can help you.

    1) Make sure the system event notification service is running. Click Start button, then type "services.msc" without quotes in the Search or Run box, hit Enter. Scroll down to that service, set it to "Automatic" startup type. If the service is not running, start it.

    2) Run an sfc scan.

SFC /SCANNOW Command - System File Checker

    1) Try running the winsock command in elevated mode. Right click on CMD.exe, then click "Run as Administrator", then run the winsock command.

    2) This could also be malware. Download free malwarebytes and run a scan.

Fill out your system specs so we know what hardware you have. Did you recently install any hardware or did you recently reinstall Windows?
