Well there are programs that can play your live TV but those are programs bundled in some setup CD's that also contain the drivers in some TV tuner brands or models. I use PlusTV Analog Lite PCI and its setup CD also has the installer for HyperMedia Center which can play live TV, however I gave up on that one cause its a bit of a buggy program. Right now, I still use Windows Media Center for watching live TV as well as listening to local FM radio. I also use a remote with it.

Strangely as it may seem, I have a program installed called Hamcap. Its actually meant for viewing the video capture of my A4 Tech Webcam but it reconizes my second webcam which is Logitech so I can use that instead and it also recognizes my TV tuner card as a video/audio device and when I switch to that, I can watch TV from this program but can't use the remote. Hamcap of course does not come free as it came with my A4 Tech webcam's setup CD.

Last night, when I opened my Microsft Silverlight, I found out it was also detecting my TV tuner card as a sound device so when I chose it, Silverlight was displaying live TV on a 2x2 mini screen and with no sound.

But doing a Google search, I found this link. There are a few programs here worth to try:

And what do you mean Windows Media Center won't display the full screen? What happens if you click on the Maximize button on Windows Media Center? Can you post a screenshot then?
