The individual "chapters" are in "Scenes" and show up as thumbnails... unfortunately, no ability to add titles to the scenes thumbnails.

How to make scene titles for Windows DVD Maker

Here is a quick and dirty way to title your scenes (chapters) if you are using Windows Movie Maker: First, each scene has to be a separate project in Movie Maker. Do the following for each scene: From the HOME tab in Movie Maker, select TITLE. Click the FORMAT tab under Text Tools. Click on EDIT TEXT and enter the title for your scene. Here are the default values I use: background color, black; TEXT COLOR, white. FONT SIZE, 72. start time, 0.00. Text duration, 5.00 seconds. Then click on the EDIT tab next to Format. Make the DURATION the same as the Text Duration value you entered (in this case, 5.00 seconds). Click the FORMAT tab. On the right there are several blue blocks showing many different title formats. Click on the FIRST one (no fading, just shows the title). Now when you make the DVD with DVD Maker, the result will be that when the different scenes are displayed, what you see are titles, because that is now technically the beginning of each movie. They will display for 5 seconds, which is usually plenty of time to select a scene. Or you can just select a movie and the first 5 seconds will display the title. I found this actually works pretty well. Good Luck!
